Reviewing the OECS Education Sector Strategy and Shaping the 2027–2037 Framework

OECS Education Sector Strategy

Fourteen Years of Education Strategy Under Review

CEI was commissioned by the OECS Commission to conduct a comprehensive review of the OECS Education Sector Strategy for 2012–2026 together with a forward-looking Regional Education Sector Analysis to inform the next strategic framework for 2027–2037.

The assignment combined retrospective performance analysis with a diagnostic of current education-system readiness across the region. Working across multiple English-speaking OECS member states and sub-regional entities, CEI used parallel research workstreams to assess progress against the Strategy’s seven Strategic Imperatives while also examining emerging priorities for the coming decade.

Building the Evidence Base for the Next Decade

The forward-looking analysis considered digital transformation, climate resilience, equity, institutional coordination, and links between education, technical and higher education agencies, training providers, and private-sector labour markets. CEI applied a mix of quantitative and qualitative methods, including analysis of OECS statistical digests, CXC examination data, school evaluation evidence, key informant interviews, and focus group discussions.

A participatory co-creation approach was embedded throughout the assignment so that educators, students, parents, public institutions, and international development partners could contribute directly to the analysis. CEI also used the OECD-DAC criteria of relevance, effectiveness, efficiency, coherence, and sustainability to assess past implementation performance in the Eastern Caribbean context.

Key outputs included an Inception Report, draft and final Strategic Performance Reviews, draft and final Regional Education Sector Analyses, and actionable, costed recommendations intended to guide the OECS as it develops its education strategy for 2027–2037.
