Preparing ASEAN Labour Markets for the Twin Transition
CEI is contributing to the ASEAN-German Cooperation initiative Strengthening Regional Cooperation for a Green and Circular Twin Transition in ASEAN (RECOTwin). The programme focuses on evidence-based policymaking and labour market reform for the linked digital and green transitions across ASEAN Member States.
The assignment examines the intersection of circular economy principles and workforce readiness, with particular attention to the new skills, occupations, and institutional capabilities needed as industries decarbonise and become more resource efficient. A core objective is to strengthen the connection between environmental data and labour market intelligence so that skills systems can respond earlier and more effectively to changing demand.
Green Skills Anticipation, Training and Policy Cooperation
CEI’s work includes regional green labour market assessments and institutional reviews that examine how effectively labour market systems can track and support circular economy transitions. Technical assistance is also helping to strengthen the use of labour market information for workforce planning, carbon-neutral forecasting, and evidence-informed green policy development.
The programme includes specialised training and Training of Trainers frameworks focused on green skills anticipation and sustainable workforce planning. Regional workshops, study tours, peer learning, and policy dialogue are being used to share approaches to sustainable TVET reform, retraining, social protection, and the monitoring of green job growth.
By combining labour market intelligence, policy analysis, training design, and regional knowledge exchange, RECOTwin is helping ASEAN partners build stronger systems for managing workforce change and integrating circular economy priorities into national skills and TVET frameworks.
