Labour Market Policy and Development Cooperation: Evidence and Recommendations

Labour Market Policy

A Global Framework for Understanding Labour Market Policy

CEI contributed to a GIZ assignment examining Labour Market Policy and Development Cooperation across different economic and institutional contexts. The work was designed to clarify how labour market policies operate in practice and to develop recommendations for improving their effectiveness and efficiency.

The project considered labour market policy across low-income, lower-middle-income, upper-middle-income, and high-income countries. This comparative perspective helped identify how policy objectives, institutional capacity, regulatory systems, employment services, and social protection need to be adapted to different stages of development.

From Concepts to Practical Recommendations

CEI supported the development of a conceptual and analytical framework covering labour market regulations, active and passive labour market measures, institutional roles, implementation, enforcement, and the use of Labour Market Information Systems. Literature review and case-study analysis were used to identify practical challenges and opportunities across national labour market systems.

The assignment also examined the role of labour market policy during major economic transitions. Particular attention was given to the digital and green transitions and to the ways skills development, employment services, regulation, and social protection can help workers and enterprises adjust to change.

The resulting recommendations were designed to be context aware, helping governments, development partners, and international institutions strengthen foundational labour market institutions, improve service delivery, increase regulatory effectiveness, and make better use of evidence in policy and programme decisions.
