Green Industrial Transformation and Youth Employment in Rwanda and Nepal

Youth Employment in Rwanda and Nepal

Understanding How Green Transformation Shapes Youth Employment

CEI is conducting case studies for the International Labour Organization under the ILO–GIZ project “Greener economies with decent work for youth.” The research examines how green industrial transformation is affecting employment outcomes for young people in two sectors: climate-smart agriculture in Rwanda and sustainable tourism in Nepal.

Both sectors include high levels of informal employment, making it especially important to understand how the transition to a low-carbon economy can create opportunities while improving job quality and inclusion. The studies are designed to generate practical evidence for employment strategies that respond to changing production systems, new skills needs, and the realities facing young workers and entrepreneurs.

Combining Market Systems, Value Chains and Just Transition Analysis

CEI developed a methodology that combines Value Chain Development, Market Systems Analysis, and the Just Transition framework. The work includes rapid market assessments and institutional mapping at macro, meso, and micro levels, with five sub-sectors identified in each country for closer analysis.

The research examines employment data, the drivers of job creation, constraints facing young people, and the effects of green transformation on employment, job quality, and entrepreneurship for young women and men. Evidence is being gathered through literature review, key informant interviews with ministries, sector agencies, employers and youth organisations, focus groups with young workers, and enterprise and worker interviews.

Findings are being triangulated through qualitative and statistical analysis and used to develop a Theory of Change and recommendations for policymakers, social partners, and industry. The assignment will culminate in final case-study reporting and a validation presentation to the ILO.
