The Centre for Employment Initiatives (CEI) continues to deliver innovative, evidence-based solutions to strengthen labour markets, improve skills development systems, and promote inclusive employment opportunities across Africa. The CEI Master References – Africa report showcases diverse initiatives addressing both policy-level frameworks and practical workforce interventions.

Labour Market Policy and Development Cooperation – Rwanda & Indonesia

CEI collaborated with GIZ to analyse labour market policy frameworks across varying economic contexts, developing a conceptual model for effective regulation, skills development, and social protection. The work emphasized supporting transitions to digital and green economies while providing actionable recommendations for governments and development partners.

Youth Employment and Entrepreneurship in Eswatini

Through a rapid TVET system assessment, CEI identified governance, funding, and quality assurance gaps in Eswatini’s skills ecosystem. Strategic “Quick Win” measures and a long-term mobilisation plan were designed to accelerate the Skills for Youth Employment and Entrepreneurship (S4YEEE) project.

Digital HRM Platforms for Informal Workers – Rwanda

CEI’s research examined how digital platforms can formalize work, improve job matching, and expand access to social protection for informal workers, particularly in the construction and garment sectors. Recommendations included scalable solutions to enhance platform compliance and inclusivity.

Labour Market Information Systems – Sierra Leone

In partnership with the British Council, CEI developed Sierra Leone’s first Labour Market Information System (LMIS), enabling better decision-making for policy-makers, career advisors, and training providers. The project delivered training, mentoring, and a sustainability plan for long-term impact.

Post-COVID-19 Labour Market Assessment – South Africa

CEI’s analysis for the UK’s FCDO identified skills gaps in high-growth sectors such as green building and sustainable energy. The recommendations informed strategies to improve youth employment and inclusivity in the post-pandemic recovery period.

Mid-Term Review of Employment Promotion Programmes – South Africa

CEI evaluated the EU-funded Capacity Building Programme for Employment Promotion, producing strategic recommendations to optimize delivery and align with complementary initiatives, enhancing overall effectiveness in addressing unemployment.

These projects highlight CEI’s ability to combine strategic policy advisory with practical implementation, fostering sustainable and inclusive labour market growth across Africa.
