Labour market analysis is important to countries wanting to move up the development ladder as it provides planners, stakeholders and learners with intelligence to make more informed decisions about skills development and employment.

At the central government level planners require intelligence on future demand to determine were investments should be made for skills development. Learners also need valid and up-to-date information on which programs of learning are likely to result in positive career outcomes. Stakeholders also need labour market intelligence to help improve skills development and conditions in the workplace.

CEI has developed an expertise in undertaking labour market analysis and the generation of labour market intelligence. Staff at CEI have undertaken number of analytical studies on the performance of the labour market, including policy orientated research, national surveys and industry based studies. CEI has also been instrumental in the setting-up of Labour Market Intelligence (LMI) systems or Observatories in a number of countries across Africa, Asia and the Caribbean.

Currently CEI is supporting the development of a skills planning mechanism and LMI systems for the governments in Southern Africa and Papua New Guinea. This skill planning mechanism ensures priority skills can be developed in line with the country’s economic and social priorities. CEI has also supported the development of the labour market observatories in Africa. CEI has also produced a number of key labour market intelligence reports, including a background study for the G20 conference on employment and growth, as well as the first labour market analysis of Sudan for UNESCO and the ILO.
