CEI has gained a reputation as a lead organization in providing advice and consultancy services in the field of labour market reform and human resource development. Established as a not for profit making organization in 1995, the Centre has a proven track record of providing high quality advice to governments, donors and development partners across the globe.

Planners and managers around the globe are grappling with the complex problem of how to manage their human resources in response to changing demands and labour market restructuring. The process of change has become more complex following increased globalization, the unpredictability of financial markets and rising unemployment. As a consequence governments are looking for an approach that is flexible, cost effective and helps them understand change and how to respond accordingly.
